Property Tax Reform: A Simple 1% Rate with Predictable Growth

Property taxes remain one of the most significant concerns for residents and businesses across Cook County.

Many taxpayers are not only frustrated by the size of their bills, but also by how unpredictable those bills can be from year to year. Sudden increases make it difficult for families to plan their finances and for businesses to make long-term investments.

A simpler and more predictable system could help restore stability.

One proposal worth serious consideration is a property tax structure in which taxes are set at 1% of a property’s assessed value, creating a clear and understandable baseline for taxpayers.

To allow governments to adjust for rising costs, annual increases could be limited to the inflation rate, capped at 2% per year.

This type of structure offers several benefits.

First, it creates predictability. Homeowners and businesses would know how their property taxes are calculated and how they may change over time.

Second, it improves transparency. A straightforward system is easier for residents to understand and evaluate.

Third, it helps maintain affordability by preventing sudden spikes in property tax bills.

Property taxes should not feel like a moving target. Residents deserve a system that is fair, predictable, and easy to understand.

With the right reforms, Cook County can create a property tax system that supports homeowners, encourages business investment, and provides stable funding for essential public services.
