Chicago’s Business License Fees Surge — What That Means for Small Businesses

The City of Chicago recently raised business license fees significantly, in some cases by as much as 400 %. Fees for two-year regulated and limited business licenses jumped from $250 to $1,000 starting January 1, and similar increases now apply to annual licenses for charter/sightseeing vehicles and other categories.

For many small business owners, these sudden fee increases hit at a difficult time. After more than a decade without changes, the upfront cost of launching or renewing a business in the city has grown sharply, forcing some entrepreneurs to delay or rethink their plans.

Advocates argue that the increases create an extra burden on businesses already facing rising costs for labor, rent, healthcare, and materials, and that the timing of the hikes, buried in budget negotiations, offered little opportunity for pushback.

City officials contend the fee updates were necessary to keep license revenues in line with the true cost of providing services, and that, even after the changes, Chicago’s business license fees remain competitive with those of other major U.S. cities.
